His educational and social reforms included, a ban on child marriage, legislation of divorce, removal of untouchability, development of Sanskrit, ideological studies and religious education. He was the first Indian ruler to introduce, in 1906, compulsory and free primary education in his state. His economic initiatives included the establishment of a railroad and the founding of the Bank of Baroda, which continues to be one of India's leading banks. He was a noted patron of the arts and Baroda became a hub for artists.
